Try adding OR removing a few feet of the ladder line where it
connects to the balun.  I hope you are using a 1:1 balun to connect
the tuner to the ladder line, and place it not more than 6 inches
from the tuner.  Then collect more SWR data, and go from there.
Let us know how it works out.

The reason for changing the length of the ladder line is that the
impedance and reactance characteristics continually change all
along the ladder line, and that depends on the frequency (bands).
What you're trying to do is find a spot where all the bands will be
fairly happy.  Worse case, when the system has a high "Q", is to
wire the ladder line through a knife switch that will remove a
few feet of line.  I really doubt you'll need to go that far.
