Probably not as a radiating HF antenna but it certainly has
possibilities as a ground plane for a vertical.

I am sure it will be installed in sections and each section will be
treated to prevent deterioration.  Thus each section will most likely be
electrically insulated from a neighboring section.  I dont know if that
degrades its properties enough to consider electrical bonding between
sections.

Still, it sounds like a very good opportunity to install a very
effective vertical.
