Tentec 238 (used?) with added external capacitance. I believe it comes with
one external capacitor.
The Viking will (probably) not tune it, it has limited range on 160. I don't
have any experience with Palstar, but I see they are expensive.
You said poor, so....
If you use low loss coax and your run is short, it will (probably) work fine
with the tuner method, otherwise best to tune at the base of the antenna.
If your L is short, you could also try adding a coil in there somewhere to
make up the difference. The news on 160 is bad and gets worse with
compromise antennas. Having a short radiator only makes the ground losses
worse. So on and so forth. As a rule, tuners are notoriously inefficient on
160 as well.
As reported by QST, the TenTec is one of the most efficient tuners out
there, particularly for 160. You will most likely need to mess around with
external capacitors however. The Viking is good too, but your antenna is
going to have to be close to begin with. I'm guessing yours is not.
