[Antennas] Trap question

I'm dipping a set of traps for an A4 and find that , for example, the 
15m trap resonates at about 20.4 Mhz. 

I'd like to modify these traps for 17m use.. but I'd like to understand
the rationale behind the traps being resonant BELOW the band 
edge in order to plan the needed inductance and resonant point for 
my design.
