Unfortunately the tuner has the roller inductor so it is infiinitely 
adjustable. The settings for lowest SWR are towards the minimum
but not at the extreme. If the tuner can only manage 3 or 4 to 1 SWR 
with a 50 ohm dummy load then it cannot have anything to do with any of 
the antennas. I do not know what type of tuner
cicuit is used in the automatic atu in the IC761 but that will handle 
any antenna I have tried to use on 17 metres. Although my Dummy Load is 
only homebrew. it is reasonable accurate and in the straight through 
position the SWR reflected reading
does not move off the meter stop. It is very frustrating, but I cannot 
see any particular reason why it should not handle the
tuning on 17 metres.
