I got a reply from Sam off the list...seems he did a big NONO and told the
landlord FCC rules prohibits the landlord from preventing ham
antennas.....WHOA!!! That in INCORRECT bigtime!!!...the FCC has NEVER
overrode CC&Rs, leases, etc on ANY two way antenna, HAM, CB or
otherwise...The PRB-1 passed YEARS ago only works with govermental agencies
and only requires "reasonable" antennas be allowed...The OTAR ruling (Over
The Air Receiving) which the FCC made a while back only concerns TV and
small Sat Dish antennas....it does NOT apply (in fact NOTHING DOES!) to ham,
CB, etc antennas...
FOLKS, PLEASE DO NOT MAKE SUCH FALSE statements to landlords, etc...it just
pisses them off and makes things worse for the next ham who may come
along...EVEN an antenna on a patio is illegal under most leases....if you
hide it, good luck...been there, done that in many years of leasing
apts.....houses are sometimes easier but CC&Rs/DR (Deed Restrictions) STILL
apply to YOU as the person leasing; make sure you see a copy of them before
leasing!!!.....so if there are CC&R/DRs on no outside antennas, the only
thing that overrides that is the OTAR ruling for TV antennas or 18in
dishes...NOTHING else....
Here is the FCC info on the OTAR ruling:

SO don't go in like a bull in a china closet....and keep the story
straight!!! Otherwise, you just shoot yourself in the foot.....and leave a
bad taste in a landlord's mouth for hams.....
