Hi Henry,

A recent article on the British Telecom website makes the following
statement:

With broadband communications available to 99.6 percent of the [UK]
population by summer 2005, it is clear that there is significant potential
to make a real impact on [traffic] congestion [by encouraging telecommuting,
on-line shopping etc.]

And that is without BPL. Even Canada has over 60% broadband penetration via
cable and DSL.
