Im afraid you are misinformed...the energy companies (electric
distribution anyway!) ARE interested....
One of my former employers, ENTERGY, is drooling at BPL....it WANTS the
income they THINK it will generate...but they have not looked at all the
costs....rptrs every 1/2 mile or so, interference complaints (Oh wait,
the FCC will fix that...they will raise the signal levels....and
besides, Entergy's lines are so noisy now, and noone can get them
cleaned up...like they will under BPL...I did HOURS of OT before Entergy
bought my old company, Gulf States Util, on power line RFI and
TVI....after Entergy took over, that was cut to NOTHING! THEY DON'T
CARE!!!!!!!!)

Current Telecom Analyst for Centerpoint Energy (who operates the gas in
6 states and the electric distribution in Houston and yes, they TOO are
waiting for BPL...even though BPL was supposed to be for the RURAL areas
where cable and DSL don't exist! RIGHT!!!!)
