Read the article on W4RNL's site about the myth of the 5/8wave..it is

There is more high angle radiation from a 5/8wave than a 1/4wave....true
a 5/8wl does have lower TO in the lower lobe...but it puts more skywave
also in the higher angles than a 1/4wave.....A 1/4 on 17mtrs is just
fine and the 5/8 or 1/2wl needs MATCHING to 50ohm systems....a 1/4wl
with slanted gnd radials is a perfect match already
