Tim, I modeled the loop suspended from guy wires(isolated away 1 inch) and
guess what. WHen the loop is 1 wavelength long it resonates! I used a
tower with 4 1/2 inch thick guy wires, but the technique is the same.
Your friend could determine where on the guys he gets a 1 wavelenght loop
using simple trigonometry.
This particular configuration has the loop at 46.5 feet up. Feedpoint about
65 ohms.
Unfortunately, the currents show lots of business on the guys,but not on
the tower itself, such that this thing is a sky wave antenna only. Max
radiation is at 89 degrees.
Your friend would do better to replace the guys with fillistrand(?) so that
only the loop radiates, but, he still has a low horizontal antenna. Better
would be to use the fillistrand and suspend vertical dipoles from it. THen
he would really have something.
