[Antennas] vertical noise

The 80m band (sometimes 40m) is very noisy around here.

I've heard that a typical vertical, even with good ground radials,
is quite noisy when compared to a dipole especially on 80m and 
40m. This is for both verticals on the ground with a good radial 
system and those elevated and using a counterpoise radial system. 
Also that most AC power distribution noise is vertically polarized.
What are some comments by those who have used both ? 

I'm constructing some really good counterpoise radials for a Butternut 
HF6V vertical about 20ft off the ground ...and am wondering if I
wouldn't be better off elevating the center point and loading the 
"radials" (without the vertical, of course). At least I'll have a 1/2
wavelength antenna on all the bands and can use ladder line.
The vertical isn't a 1/4 wave on all the bands and the only advantage
I can see is omnidirectional and a low radiation (DX) profile.

I don't want to go the "receive on a loop and transmit on a xxx" ...yet.
