The FCC does make it easy to get licensed. But a particular level license
was never intended to show that you already know everything about that level
of privileges. It only insures that you know the regs and enough not to
hurt yourself... in other words, it's a "License-to-Learn" the level your
testing for.

The other US federal exams vary...
FAA exam Q&As are published - as is what is exactly expected on the
practical portion (the flight test). This has the benefit of setting
standards that everyone must meet. Orals exams before each practical test
are for the most part left to the discretion of each Designated Examiner
(DE -- Equivalent of an FCC VEC). The FAA does notify DEs from time to time
to stress some particularly current problematic areas on the oral -- right
now it's the preflight of complex control systems to be sure they are truly
operational.
The same is not true of all US exams, however.
Both the Coast Guard and Merchant Marine licensing exams (Captains) does not
allow for the publishing of exam Q&Aa & a. This is under international
treaty. When I took both of mine, it was part oral that the examiners could
make up on the fly - including the navigation exercises.
