Hi George,
To comment on the posting referring to the publication of licence-exam
question pools:
The radio regulatory authorities of several other countries also publish
question banks. Tow countries that come to mind are Canada (Industry Canada
RIC-7 & RIC-8) and Germany. As far back as 1987, I purchased a question-pool
booklet issued by the Deutsche Bundespost at a ham radio store in Munich.
I have not heard any complaints emanating from either of these countries
about this practice. I have lived, and held licences in both - still live in
Canada.
I had to wait a year, with CW-only and power restrictions, before receiving
full operating privileges in South Africa (in the early sixties). The first
six months were "rockbound" as well.

Tom, can't tell if you are joking or not, but it *was* a one year
waiting period at the Class B license level before you could take the
Class A exam. At least that was the case in 1946.
Similarly, when I took my Extra in 1954, as I recall, there was some
sort of time requirement of being licensed before being allowed to
take the exam.
I highly favor these "experience periods" during which the amateur has
an opportunity to put to use what he has "learned" from the exam
process and to better prepare for the next level. There are practical,
manual skills that need to be acquired and developed in addition to
the "book learning."
