[Antennas] Mobile maladies...help needed

I've installed a Hustler mast (I think it's the 54" foldover) on a low mount
on my Cherokee. This same arrangement worked FB on a Mustang, but the body
of the mustang being so much lower in height than the Cherokee may be where
the issue lies. 

I cannot get the antenna to dip to less than about 2.5:1 regardless of which
band I'm trying (I have 5 resonators). I did put a 50 ohm resistor
in the mount to verify that the coax and other installation was good, and 
that verified  with a 1:1 match.

Any hints? Boring holes is not an option. My favorite band (20) has the
resonator about 2' above the roof.
