  You don't say whom you want to work.  Local or DX?

You didn't mention the construction of the roof: metal,
ceramic tiles or covered wood?
You don't say if the roof covers people, the RF will saturate
anyone living under it, their radios TV's and phones - etc.

   A (mobile) hustler vertical with lots of radials would
be a DX antenna under 12 feet.
   A bent dipole over a metal roof would be a NVR antenna
for in state work.
