Listed below are two web sites that may help.  The first is a on line Moxon 
calculator.  Just input your frequency and it will give you the dimensions.

The second web site has a calculator program that you  can download.  This 
program not only gives the dimensions, but also gives the option of 
producing an EZNEC file of the antenna for modeling.

These antennas are so small that any type rotor would turn them.  A 
physical description is actually a rectangular loop.  It is not a 
continuous loop, because the two short sides are broken with a small 
gap.  This gap distance is critical.  For 2 meters it will be about 29.5 by 
11 inches.  For 70 cm it would be 9.6 by 3.6 inches.
