All vertical antennas close to ground suffer from
ground losses. EG, a vertical groundplane has a about 1
dBi gain  when positioned just above ground.  Modeling
shows that when elevated a few wavelenghths above
ground, the gain approaches that of a horizontal
dipole, ie, 7.5 dBi.

 So, raise your vert as high as possible.
