Jerry is right.  All the weigh Stations along I-75 in Florida have 
those.  The scales have been hit by lightning so many times in the past, an 
engineer came up with this solution.  The height and distance from the 
scale gives a "cone of protection" to the scales, radios, and other 
sensitive electronic equipment.  I've never seen it, but have been told 
that right before certain storms there is a lot of St. Elmos fire activity 
around the "umbrellas."

One of the trunked radio sites in Charlotte County also has similar devices 
to protect it.  I'm told the third strike was two too many. :-)
