In my opinion it is not really end fed.  The centre contacts the centre and 
the shield the the bent back extra shield.  (Shield = braid).

Locals have used "end" fed here for 2m.  First variation is to have a thin 
pipe, push the coax there through.  The shield is attached to the other end 
of the pipe, the centre to a whip insulated from the pipe.  Second 
variation, strip off the insulation of the coax about 1/4 WL, then roll the 
shield back over the insulation for 1/4 WL.  Voila!  a verticle 
dipole.  These worked a lot better than a1/4WL ground plane on 2m.
