You might try a coaxial dipole:

I've made these for vhf using small-diameter teflon coax (RG-316, IIRC)
by stripping off the outer dielectric for 1/4 wavelength and folding
the outer shield back over the outside of the coax to make a 1/4
wavelength sleeve.  You could also use small diameter brass tubing to
make the sleeve section.
