[Antennas] HF window loop antenna?

What about that:
- take an 4-wires flat cable for house instalations
- put it around the shack window (e.g. 1.4m x 1.4m)
- connect 4 wires into serial
- you get 4 turns loop antenna,
  total lenght is some 7.8 meters

Will such an loop resonate on any of HF band?
Will an ant. tuner adjust the the loop
for satisfactory use on any HF band?
Any fire hazard when using 100W out?
