I had lived in China (PRC) twice - a few years in the mid 80s and again for
two years in the early 90s - a country where quality materials always seemed
to be in short supply.  There even seemed to be a short supply of a lot of
things that were made in China - but destined for 'foreign markets'.

It was more than a matter of cost.. there were times that some things were
not available for any price.   Each of us had a lengthy shopping list' on
any trip to either HK or to North America.  I always seemed to return with a
third suitcase - full of tools, connectors, cable, and assorted parts and
supplies.

A very similar 'rule' applied there:

1) measure twice
2) measure again
3) have someone else check your math
4) have someone else measure
5) recheck all measurements again
6) ask yet another person to re-check your math and measure again
6) and then.. think about cutting
