Hue was correct in that the antenna you describe is not a Windom, which
is a horizontal half-wave off-center fed by a single wire against
ground.  This was described in QST in 1929 by Loren Windom, W8GZ, from
whom the antenna gets its name (see Chapter 7 of the ARRL Antenna
Book).  The term often gets applied to other off-center fed antennas,
but they are not really Windoms.

I recall seeing a "no-radial vertical" described as a Windom in an
antenna advertisement, but we all know how accurate most of those are.
