There's a lot of environmental nonsense you have to get through also
and in some places, you can't stick a shovel in the ground until one
or more Native American tribes have decided you won't disturb ancient
burial grounds and you have to pay them fees one way or the other. I
am not making any of this up--I know a guy who had to go through all
that on the way to getting a CP for a station. The red tape was
absolutely unbelievable. Once you get to where you are qualified for
the CP, other interests can file with the FCC to get it taken away
from you if they can justify that they are better qualified. This is
after you have done all the work. It was insane.

I have wondered if anybody is actually monitoring those stations for content. An English language station can make a screw ball off the wall comment, and it goes viral, demanding immediate action to the station or the person who made the vitriolic comment. What exactly is that station in NYC, Chicago, or similar diverse ethnic metropolis broadcasting in the native various languages of their immigrant population? Apparently the FCC cares about that with the same intensity as their concern about foulness that happens on the ham bands.

After I sloughed off the extreme expense involved in the licensing procedure to see what else lay in store, got to the area where the FCC outlined the parking lot with how many handicap spaces it had to have. I quit.
