Well, I just scrape the enamel off with an Exacto knife held at an
oblique angle and call it good, although fine sandpaper is gentler.
But there is a method using a plain old aspirin tablet, and it works.
Just press the wire between the soldering iron tip and the aspirin, then
tin it after the enamel is gone. Take my word for it and either use a
fume extraction fan or keep your nose/eyes away from the fumes that result!

If I was doing a lot of it, like winding a couple dozen toroids for a
set of low-pass filters for example, I'd be tempted to go the kitchen
chemistry route (see video below) and do them all at once. It's a
molten solution of salt and caustic soda (NaCL and NaOH) which are
ingredients in Dip Strip that the motor shops use. Suggest doing it
outside, wearing goggles and gloves and use a steel or ceramic crucible
to heat the material in.
