[AMRadio] What are the chances?

A friend gave me a kit in a plastic bag...no manual. It has a predrilled printed circuit board with no silk screening or other ID'ing marks. The PCB is etched on one side, but solid copper on the other except for the drilled areas. Parts include PCB size relays, a couple toroids (no wire), discrete transistors (no IC's) and many other components including an audio transformer (looked up the PN), 3.4993MC crystal, a trimmer cap, and a double balance mixer. The really odd thing is that it includes 5, 200ohm 5 watt wire wound resistors. I was able to figure out where the relays went and pretty sure where the mixer went, but after everything else is a mystery for sure. If it didn't have the crystal and mixer, it may be some kind of power switching power supply, all those relays make me question it as a radio, why 4 relays - maybe a transverter? The plated on both sides board makes me think RF. The fellow who gave it to me said he had no idea what it was or even when or where he got it. The relays have a 1981 date code, so thinking it may be from that decade. So...is this a bag of parts to use in other stuff, or does anybody think it could be discovered as to what it is? thanks.
