[AMRadio] Non Commercial, non Ham AM Radio station?

Time was that you had to be well off to own a broadcast station. Now 
it's almost entirely limited to a few monster corporations. Many school 
stations have been bought up by national "religious" outfits that feed 
the same canned eternal begathons to all their stations. Public 
interest, though still in the rules, has been lawyered into a very bad joke.
