The Dremel tool can do the job, but even with the variable speed models, 
I found the need to use a Foredom wood carving tool.  The speed is foot 
controlled.

Try finding a fairly local wood carver that does use one.

In lieu of the Dremel bits, I have resorted to getting burrs from my 
dentist.  They toss them out on a regular basis.  He has been more than 
happy to let me have significant number that have been all cleaned and 
sterilized.

They work well with wood carving details, and have proven extremely 
useful in working on radios to boot.

Just another viewpoint.
