Rob. I could not agree more, I have witnessed testing for Professional 
Certification, To be exact Certified Fire and Explosion Investigator.  The 
procters instruction was, "if you look closely at the question and the 
answers and then study the possible answers, the correct one will just jump 
out at you"     Just a technique of mental of mental power?   or how about 
the correct answers being printed in a slightly different and bolder font. 
The best of the good ol boy network. One would have a hard time convincing 
me that it does not go on with Amateur Exams also.    The FCC should also 
charge a fee that covers the entire costs. I would go so far as to forget 
all grand fathering and retest everyone, if they fail, they continue to 
operate with up to one year to  pass.
