Do you mean Dick Cotton? (W8DX at that time)  Worked out of the Detroit
office and traveled quarterly to Cleveland, Columbus, etc, to give exams.
I appeared before him for both General and Extra exams.  One experience
good and the other bad. :-[   A real "bull of the woods."   Worked him on
30M CW in later years and he was amused by stories about him.
