An OO doesn't have the equipment to determine your power output levels.

Most don't even have a Spectrum Analyzer ability.

OOs are volunteers.

The only visit I have had was from someone in the neighborhood, whom 
heard me on his Part 15 portable phone.

He got a friend to look up the callsign.

Net result, he ended up changing phones.  Even a 100W Apache was getting 
into his Part 15 device.

No OO notice, no FCC visit.
