I'm not sure about the DC  resistance of the windings, but I would 
disconnect everything connected to the secondaries and apply voltage to the 
primary.  If it still pulls enough current to blow a fuse, then the 
transformer must be defective and needs  replacement.  It only takes a 
couple of shorted turns  to  cause the transformer to pull a lot of 
current, but that might not affect the total resistance reading with an 
ohmmeter.  I always check my transformers by applying a.c. voltage to the 
primary.

If you don't want to disconnect everything, just disconnect one side of each 
secondary filament winding, and pull out the rectifier tube to check the 
plate winding.  If it still blows the fuse, then disconnect everything 
connected to the secondaries and try again.

I have found DC resistance of  limited value for evaluating transformers.
