A phone call to the Library of Congress; ask a few intelligent questions
could clear things up a bit. http://www.copyright.gov/
First is a Search of Copyright Records. Call and ask if transfers are
included on their search page. http://www.copyright.gov/records/
If transfers are included and Datapro/Don Peterson isn't listed, might be
too late for anyone to claim rights.
Prior to a certain year, someone will have to search the halls of the
Library of Congress and see if Heathkit took the time to register and pay
the fees for a legal copyright. Real hard to transfer copyrights if Heathkit
didn't register every single manual and pay the fees. Any updates or
revisions to said manual also means registration & fees for that revision.
Then if Datapro/Don Peterson prints copies; yes he has to register & pay
fees to secure a legal copyright of those/his style/etc.
Doubt of the profits in manual reprints are worth the effort and cost of a
"real" copyright.

I didn't bad mouth the man, I don't even know who he is, I just know I
contacted him, he offered his services, and he not only did not deliver, he
never attempted to reconnect upon subsequent attempted contact. Maybe he
was new at running a business, and he learned over the years, but first
impressions can run off customers better than bad breath.
