Safe to say Peterson bought the rights to reproduce manuals "Heathkit
Company" was selling prior to his acquisition.
Before this transaction Heathkit manuals for 1950's and 1960's vintage
products were freely available.
It continues to be the case.

He can send letters but legal action is tantamount to busting dust.
Manuals are available for free download with the host sites in different
countries. Legal action is expensive.

Owners of intellectual property in the Internet age have a legitimate beef,
what with all of the bootlegging going on.
Illicit clones of movies and software are egregious examples. The problem is
all-encompassing:
bootleg electronic components, prescription medications, Mountain Dew, ...,
the list goes on.
