[AMRadio] 10M AM Frequencies

Nothing wrong with running AM in 28.3-28.5.  I recall Ashtabula Bill used to 
operate in that segment all the time. For some idiotic reason, Novices and 
Techs are limited to slopbucket, but everyone else can run AM.
