If the buzz is constant it is probably the relay, but it is talking to you, it is the mod transformer. The solution I used was after a hour or so of operation, and the transformer is good and warm, I shut everything down and used a 50/50 mixture of marine varnish and spirits and saturated the laminates. Let it dry over night and it cured the loose laminates from talking, hi.

I have BC-610e with the open type modulation transformer. It seems no matter
what I do I can't get the thing to stop talking back and even causing
feedback at times.
I don't have a BC-610, but it seems like I read somewhere, that the
problem isn't actually the transformer. I */think/* they said it was the
plate relay, and the solution was to put a capacitor across the coil.
Someone else can probably tell you more about it than I can.
