I was right there along with you except I got my General in 60'.

For some period of time before "incentive licensing" came about in
1964 or 1965, there were absolutely no differences in privileges
between General/Conditional, Advanced, and Extra. That was true at
least in and after 1959, when I first started studying for my license
(didn't actually get it until 1964). Before 1959, I can not attest,
but I believe that the same situation was in place much earlier,
perhaps as far back as the early 1950's when the Extra class was created.
Before that... prior to, say, 1951... I have no idea.
The whole idea behind incentive licensing in '64-'65 was to "correct"
that, and encourage people to upgrade for something besides just
bragging rights.
