You are right sir. A friend of mine had a sign in his shop that explained 
everything especially government planning. "There ain't no reason for it, it's 
just our policy".

Don't count on them getting it right Bill.  Many times when the fed 
makes this kind of foul up they use it to justify more funding of the 
same then buy the stuff and plug it in where there was a failure.  Think 
of the FAA computer system for instance.
