Alas! And alack! What we are beating to pulp here is nothing more or less than an issue of character and ethics. There is no test the Feds can devise for that. As much as I love CW, I have seen and heard way too much evidence that it won't suffice.
Keep in mind that ALL test questions for Federal license exams were made public at the same time through congressional legislation. This wasn't an FCC initiative.
We can prevent effective memorization of we choose an expanded question pool. I'd say that 10,000 questions would about do it. We can also make the questions far more challenging by making the distractor answers all reasonable instead of making only one or two reasonable.
But, the idea that we can generate a test, of any kind, that will filter out poor character and unethical behavior is fiction.
Back to AM! My Globe Champ 350 refurbish is now complete. I even swept the audio chain (thanks to Jim W5JO for the suggestion) and now know that the frequency response -3 dB points are at 260 Hz and 5.4 kHz. Time to start on the HQ-170!
