WRONG !!!   They DO NOT go to "max' during quiet periods.
In addition, that would be illegal.   (It would come under the
category of what the FCC calls "carrier shift."

By the way, the BBC used to do that but then power became
expensive and they stopped it.

The DX rigs absolutely do not do such things.
