Guys, 220 went out just after WW2 along with 110 Volt service.  It's 120/240
throughout the US for single phase residential service.

Your 240-Volt outlets should have 4 pins, two hots, neutral, and ground.  If
you are going to run older gear, make up a new cord for it and be safe.

Green/gound and white/neutral share a bond somewhere in the lineup, usually
at the main disconnect or load center.

The panel you bought was designed as a main disconnect/load center hence the
bond between GR & neut.

Local code may spell out the separation of them if used down the line as a
sub panel.
