This is what the RCA "Ampliphase" transmitters used.
Unfortunately when you simply alter the relative phases
between the two chains the resultant signals don't add
linearly to produce AM as you and I know it.   So some
correction must be added to the amplitudes, hence
RCA's use of their "drive regulator."   Guess you have
to call it something   :-)
