Is there specific time frame you're hearing this station? I didn't see it
in your initial post. 

Also, in case some aren't aware of it when pointing your 10 meter
antennas towards Europe, the IARU Region 1 band plan was revised around
August 2011 to also designate FM operation starting at 29000 and up.
During several of the big openings to Europe, I heard several European
QSO's on FM and also had several stations on FM answer my CQ's (operating
between 29000 and 29050). First time in many years of operating 10M AM to
have to deal with adjacent frequency interference.
