Since the coax is rated for burial, there is no need to provide for
drainage or to seal it.
However, having said that, you can get PVC that already has holes.
You could also use plumber's putty or Duct-Seal, (pardon language -
usually known as Monkey-Shit), to stick in the ends.
There is also the expanding and hardening foam. I've got good luck with
this for years where several coaxes go through the siding and sill plate
into the basement.
Then the very last suggestion would be to seal with a pure silicone
sealer, not acrylic sealer.
