Keep in mind the Seneca runs controlled carrier. Not plate modulation.
So in addition to the sidebands, as you modulate the transmitter it also
increases the carrier.

My guess is Heath did that so keep costs down without a "real" modulator.
But also the efficiency of the 6146 would be worse at 2 meters. So having
the lower idle carrier
Would've kept the amount of heat dissipated lower. 

Also it would've also reduced the size of the iron needed.

Interesting transmitter. I used one years ago to first get on OSCAR 7.
Then also used it on the bottom of 2M. Always got asked "Are you on AM, SSB,
or WHAT?"
