The SSB and 200 watt restriction applies *only to the technicians. 
Full power, and all other modes which are allowed in any other phone 
band are allowed in that segment for General and higher licenses.

I thought when it was established, and I still think now, that mode 
restriction was a silly idea.

Also, there is no regulation that forbids a Technician Class operator 
from using a converted CB rig, as long as it is on either SSB or CW.
