Bob:  I agree with the comments to go with the current advice.  
 
I would, out of personal and professional curiousity, like to know how the specific determinations of power and distance were arrived at.  We often transmit with 140 W FM on 155 MHz within 10 feet of patients.  Prior to good cell phone coverage, we transmitted with 5-15 W on 450 MHz within 1-2 feet of patients.
