[AMRadio] Power Levels

Some  friends and I were discussing the often misunderstood topic of pep, 
input power, output power, carrier level and  legal output power. There seems 
to be a lot of opinion and second hand info floating around due to a lack of 
really clear guidelines. What is the consensus on these subject? Can you run 
1 kw carrier of high level modulated signal? In OR out. Do the different 
types of modulation effect the carrier level?? (in or out) Such as, grid or 
cathode modulation as opposed to plate modulation. How much power output can 
you run on CW using the pep rule?? AM?? SSB?? Many of the new table top amps 
that are capable of very hi power, give directions to tune up at 1500 watts 
and then switch to SSB. This hardly seems to fall into the "pep" limit as I 
understand it. I would be interested in what has been settled on as 
acceptable since the change in power measuring etc. has been with us for a
