Our bandwidth and power regulations are actually quite clear.

Section 10, and specifically, section 10.2

To summarize:
Power limits:
SSB: 2250 W PEP +/- 3dB ("as measured in the conventional method"),  B/W:
6Khz channel B/W;  audio limited to state-of-the-art limits appropriate to
the mode.
AM: (depends on interpretation) 1000W DC input, or 1000W output dependant on
mode, or 2250W PEP +/- 3dB (dependant on method of modulation, modulation
waveform and method of power measurment.  B/W: max ch. B/W: 6Kz, thus max
audio b/w: 3 Khz.

Since the purpose of the service is technical experimentation, the
authorities only enforce these parameters as and when necessary to maintain
technical controls over any possible interferance complaints.  The
underlying philosophy is that anyone running this type of equipment and
power should know what they're doing. No complaints, no problem. Any
complaints, and there are regs in place (the big stick) that the authorities
can use to keep the lid on.  Since they have to make regs, at least give
them enough latitude so that experimentation isn't discouraged.

The gentleman from ARRL doesn't know what he's talking about.
