It removes the HV DC from the winding, but there is still the HV ripple 
voltage, that  can peak as high as the DC.  The best way to protect the 
winding of the  choke is to mount it so the core/frame is insulated from 
ground.  I do  that to all mod transformers, mod reactors and filter chokes 
whenever the high voltage approaches the maximum rating of the choke or 
transformer.  Just be careful not to touch the unit while the high voltage 
is on, since a shorted or leaky winding could put the whole thing at full HV 
DC potential.
